Similar conditions persist in the fourth century and are especially evident in Athens' dealings with Philip II of Macedon: Demosthenes vs. Aeschines vs. Isocrates. I mention Athens specifically since more written testimony survives from that polis than from others but the factionalism is widely evident and often did determine decisions for war and its conduct and outcome.
