A good close political history of Greece is the one by John V. A. Fine.  There you should find a good bit of information about cities balanced between a democratic and an oligarchic party, such as Thebes, and how this affected their foreign policy.  And I would check out the many new books on Sparta that have appeared recently, including two biographies of Agesilaus, one by Charles Hamilton and one by Paul Cartledge (which spells the name Agesilaos).
